Half of foreign workers leave Malta within three years, study finds

Half of foreign workers leave Malta within three years, study finds

VALLETTA (MALTA) (ITALPRESS/MNA) – Around half of foreign workers in Malta leave the country within three years, according to a new study by the Central Bank.

The analysis shows that departures begin early — 10% leave within the first three months of employment, rising to 19% within six months and nearly one-third by the end of the first year. Only a small minority stay beyond six years.

Third-country nationals (TCNs) tend to remain longer than European Union citizens, though both groups experience high turnover. The study notes that EU nationals benefit from freedom of movement, while many TCNs use Malta as a stepping-stone to the wider European labour market.

Foreign worker inflows surged from under 10,000 in 2012 to about 42,000 in 2023, while exits also climbed sharply, peaking at 23,400 in 2024. Despite strong net migration, the study describes Malta’s foreign population as “highly transient.”

Managers were found to stay the longest, while clerical and service workers leave the soonest. Workers in health, education and administrative roles also tend to remain longer than those in hospitality and manufacturing.

The Central Bank warns that high turnover limits productivity gains, as many workers depart before their experience can benefit employers. It calls for policies that improve retention through social integration, affordable housing and clearer career pathways.

The government’s new labour migration policy — described as a “turning point” — aims to extend stays by easing permit renewals, rewarding training, and discouraging excessive staff turnover. The study concludes that success will depend on effective implementation and adaptability to evolving labour market conditions.

Napoli to make new move for Kobbie Mainoo in January

Napoli to make new move for Kobbie Mainoo in January

LONDON (ENGLAND) (ITALPRESS) – Napoli are prepared to cover Kobbie Mainoo‘s entire salary in a bid to secure his signature in the January transfer window, according to English media.

In January—a month in which Zambo Anguissa will be missing, busy with the Africa Cup of Nations, and given the prolonged unavailability of Kevin de Bruyne, injured—Aurelio De Laurentiis could gift Antonio Conte Kobbie Mainoo, the 20-year-old English midfielder rarely used by Ruben Amorim at Manchester United.

The “Sunday Mirror” reports this, recalling that Mainoo was also a target of the Italian champions last summer, but Amorim had blocked the transfer. Now a new attack is ready, with Napoli proposing an initial loan, which would become a mandatory contract in the summer of 2026. Mainoo, who has made just eight appearances for the Red Devils this start of the season, would welcome a transfer, also to avoid missing out on the England national team in the year of the World Cup.

EU Commission, Malta’s finch trapping still breaches EU law

EU Commission, Malta’s finch trapping still breaches EU law

VALLETTA (MALTA) (ITALPRESS/MNA) – The European Commission has reaffirmed that Malta’s finch-trapping “research derogation” remains in breach of European Union law, warning the country is still under scrutiny for failing to comply with a European Court of Justice (ECJ) ruling.

In a letter dated 27 October 2025 to BirdLife Malta Chief Executive Mark Sultana, the Commission clarified that Environment Commissioner Jessika Roswall did not endorse Malta’s derogation during her recent meeting with Minister for Gozo and Planning Clint Camilleri. Instead, Roswall requested details on how Malta intends to implement the ECJ judgment in case C-23/23.

The Commission confirmed that its formal notice to Malta, issued in February 2025, remains valid as it assesses the new trapping rules adopted on 17 October. The letter, signed by Nicola Notaro from the Directorate-General for Environment, warned that if Malta persists in breaching EU law, the Commission may refer the case back to the ECJ.

BirdLife Malta accused the government of disguising an “illegal practice” already condemned by the ECJ in September 2024 and said the so-called research seasons of 2024 and 2025 have worsened Malta’s non-compliance with the EU Birds Directive.

The NGO reiterated its call for Malta to end all finch trapping and respect the Court’s rulings, warning that ongoing defiance could trigger further legal action and EU sanctions.

Malta, deficit deepens as government spending soars

Malta, deficit deepens as government spending soars

VALLETTA (MALTA) (ITALPRESS/MNA) – Malta’s public finances deteriorated sharply in the first nine months of 2025, with the Consolidated Fund registering a deficit of €253.1 million compared to a surplus of €142.3 million a year earlier, according to figures released by the National Statistics Office.

The €395 million swing marks a dramatic reversal driven by surging expenditure that far outpaced revenue growth. Government spending between January and September rose by €565 million, or 10.6%, reaching €5.9 billion, while revenue increased by only 3.1% to €5.7 billion.

Recurrent expenditure jumped by €464.8 million to €5.1 billion, led by a €189 million rise in Programmes and Initiatives, including higher social security benefits, payments to church schools, and EU contributions.

Public sector wages grew by €133.3 million following last year’s collective agreement, while contributions to government entities and maintenance costs also rose. Interest payments on public debt climbed by €27.2 million to €221.5 million.

Capital spending increased to €583.5 million, boosted by investments in a second electricity interconnector and the RePowerEU programme, though road and electric vehicle projects saw cuts.

Government debt reached €11.1 billion by September, up nearly 11% year-on-year.

Despite the deterioration, Finance Minister Clyde Caruana said the 2025 deficit should remain around 3.3% of GDP, slightly lower than last year, with Malta on track to exit the EU’s Excessive Deficit Procedure by 2026.

Prime Minister Robert Abela defended the government’s spending stance, citing stable energy prices as key to protecting households and businesses.

King of Morocco “UN resolution is the basis for a definitive political solution”

King of Morocco “UN resolution is the basis for a definitive political solution”

RABAT (MOROCCO) (ITALPRESS) – “The United Nations Security Council Resolution establishes the principles and foundations that can lead to a definitive political solution to the Sahara issue, in full respect of Morocco’s legitimate rights. Praise be to God,” declared King Mohammed VI of Morocco in an address to the nation following the UN vote.
“In line with the United Nations Resolution, Morocco will proceed to update and detail its Autonomy Proposal for subsequent submission to the UN,” the King continued, emphasising that as a “realistic and applicable solution,” the Autonomy Proposal “must serve as the sole basis for negotiation.”
“I would like to give special mention to the United States of America, under the leadership of President Donald Trump, whose efforts paved the way toward a definitive resolution of this conflict,” Mohammed VI stated. “We also thank our friends in the United Kingdom, Spain, and especially France, whose efforts contributed to the success of this peaceful process. Our heartfelt gratitude also goes to all our Arab and African brother nations that have consistently expressed their unconditional support for the Moroccan identity of the Sahara, as well as to all countries around the world that back the Autonomy Initiative.”
“With the grace and help of God, after fifty years of sacrifice, we are opening a new and victorious chapter in the process of affirming the Moroccan character of the Sahara—a step destined to permanently close the file of this conflict through a consensual solution based on the Autonomy Initiative,” the monarch declared. “It is a true source of pride that this historic change coincides with the celebrations of the 50th anniversary of the Green March and the 70th anniversary of Morocco’s Independence. We are living a crucial stage and a decisive turning point in modern Moroccan history: from now on, there will be a before and an after October 31, 2025. The time has come for a united Morocco, stretching from Tangier to Lagouira—a nation whose rights no one will dare violate, and whose historical borders no one will transgress.”
King Mohammed VI recalled having previously stated that, “regarding our territorial integrity, we have moved from a phase of management to a dynamic of transformation.” He noted that this dynamic, initiated in recent years, “has begun to bear fruit on all levels.”
According to the Moroccan monarch, two-thirds of UN member states now consider “the Autonomy Initiative as the only valid framework for achieving a solution to this conflict.” The King also highlighted that “recognition of the Kingdom’s economic sovereignty over its southern provinces has significantly expanded, with major global powers such as the United States, France, the United Kingdom, Russia, Spain, and the European Union deciding to encourage investment and trade with these provinces.”
“With such progress,” he concluded, “these provinces can now establish themselves within their regional context—including the Sahel and Sahara regions—as a hub of development, stability, and a central axis of economic activity.”

UN Security Council recongnises Morocco’s sovereignty over the Sahara

UN Security Council recongnises Morocco’s sovereignty over the Sahara

NEW YORK (USA) (ITALPRESS) – The United Nations Security Council, through Resolution No. 2797, has officially recognised Morocco’s sovereignty over the Sahara and endorsed the autonomy initiative presented by Morocco in 2007 as the basis for a definitive political solution. The vote, adopted in New York, marks a historic turning point. Eleven members voted in favour, while three—Russia, China, and Pakistan—abstained. Algeria was the only country not to participate, underscoring the isolation of its position. The resolution extends the mandate of MINURSO (the UN Mission for the Referendum in Western Sahara) until October 2026, with a mandatory strategic review scheduled in six months to assess the future of the mission. It reiterates the call for Algeria, as the host country for refugees, to conduct a census of the population in the Tindouf camps and urges respect for the ceasefire directed at the Polisario Front. The resolution invites all parties—Morocco, Algeria, Mauritania, and the Polisario—to engage constructively in negotiations.

Liverpool, Slot “We’re not lacking anything, injuries are affecting us”

Liverpool, Slot “We’re not lacking anything, injuries are affecting us”

LIVERPOOL (ENGLAND) – “We’re not lacking anything. I’m completely satisfied with the squad and with all the quality we have. I’m also fully convinced about the strategy and the policy we’ve adopted. But the issue – if we can call it that – is that we have players who didn’t have a proper pre-season or have been hit by injuries.”

That’s how Arne Slot tried to explain Liverpool’s current slump. After a lavish transfer window and an excellent start to the campaign, the Reds have lost their way – six defeats in their last seven games across all competitions have seen them slip to seventh place, seven points behind leaders Arsenal, and out of the EFL Cup.

Before the international break, a tough run of fixtures awaits: Aston Villa, Real Madrid and Manchester City. “I firmly believe that 20 or 21 players are enough, but you have to keep them fit, as we managed to do last season,” the Dutch coach said. “This year we’re struggling a bit more in that regard, and Isak is a good example. Some players missed pre-season or picked up knocks during it, and when you lose three or four players to injury, the burden always falls on the same ones. Maybe last year we were luckier, and this time a bit less so.”

“But I don’t want that to sound like an excuse for our results,” Slot added quickly. “We’ve had to play many away games with only two days of rest between them, and that would have been difficult even last season. It’s not a question of squad depth, but rather how the season has unfolded in terms of injuries and player availability.”

When asked about the possibility of a contract renewal, Slot was clear: “My only focus is on bringing Liverpool back to winning ways. And even if there were contract talks, I wouldn’t discuss them here. The main goal is to start winning again – that’s all that matters.”
